Why is my PAL/TAL causing a study permit delay?

I got my letter of acceptance from a Canadian college last month—feeling great. But now I’m stuck because the school says they can’t issue my PAL until the provincial office confirms my program qualifies. I thought admission meant I was ready to apply. Turns out, not so fast.

The school says I need a provincial attestation letter (PAL) because my program is under 6 months and not on the exemption list. But I’ve been told the province takes 4–6 weeks to process.
