Why is my PR application stuck on a police certificate?

I’ve been in Express Entry for 10 months, and my file just got flagged for a police certificate from my home country. I thought I was all set—documents submitted, language test, ECA—all good. But now I’m stuck waiting.

I didn’t realize how strict Canada’s police certificate rules are. Turns out, my country requires the document to be issued by a specific government office, not a private agency, and it must be in a sealed envelope with a specific format. I submitted mine through a third party, and it got rejected.

The worst part? I only found out after the 3-month processing window had passed. Now I have to reapply, wait again, and risk another delay. I’m not alone—many in the forum have shared similar stories.

Here’s what’s confusing me:

1. Do I need police certificates from every country I lived in for more than 6 months, even if it was just a short trip?

2. My country’s official site says the certificate is valid for 12 months, but IRCC says 6 months. Which one counts?

Your PR application might be delayed on the police certificate step if there’s a mismatch in your submitted documents or if the issuing country hasn’t processed the request yet. Check that you’ve uploaded the correct version—some countries require police certificates from specific authorities, not just any police station. Also, verify that the certificate is recent (usually valid for 12 months) and matches your name and birth date exactly as in your application.

Common issues include incomplete forms, expired certificates, or certificates issued by unauthorized bodies. If you’re applying from multiple countries, ensure each one has a valid, properly translated certificate.
