Student numbers down: Is it easier or harder to get in?
Recent IRCC data shows a planned drop in international student numbers, with only 309,670 PAL/TAL slots allocated for 2026. That’s a shift from previous years, and it’s making people wonder—does this mean fewer applicants, so better odds?
But it’s not that simple. While some schools may be more open to strong applicants, others are tightening up due to funding concerns or enrollment targets. The overall temporary resident cap is also being managed carefully, with a goal to keep temporary residents under 5% of the population by 2027.
We’re seeing more attention on quality over quantity. Schools that still need top-tier students might be more willing to consider applicants with solid academic records and clear plans. But if your program isn’t on a priority list or your funding is weak, it might be harder to get approval.
Also, keep in mind: even if you’re applying to a school that’s not oversubscribed, you still need a valid PAL/TAL unless you’re renewing within the same program and institution. And if you’re applying to Quebec, the CAQ adds another layer.
