PAL-Exempt Master's Universities in Canada: Complete List for 2026

The biggest policy advantage for international students in Canada 2026 is that Master's and PhD students at public Designated Learning Institutions (DLIs) are fully exempt from the Provincial Attestation Letter (PAL). Effective January 1, 2026, graduate degree applicants bypass the entire PAL queue and provincial cap system.

Here's why this matters: Ontario has only 70,074 study permit allocations for 2026, BC has 24,786, Quebec has 39,474, and Alberta has 21,582. These caps cover College undergraduates and diploma students only. Master's and PhD students are completely excluded from the 155,000 new study permit ceiling. Meanwhile, PAL processing times have stretched to 8-12 weeks in some provinces.

Below is a curated list of public universities across Canada that offer PAL-exempt Master's programs with relatively accessible admission standards for non-traditional applicants (non-985/211 graduates).

Ontario:
York University: Master of Education, MA in Communication and Media Studies — accepts non-traditional backgrounds, GPA 75-80+.
Toronto Metropolitan University: Master of Accounting, MHRM — high acceptance rate for non-traditional applicants, GPA 75+.
University of Ottawa: MA in Sociology, Master of Education — GPA 75+.
Western University (McMaster): Master of Health Sciences, interdisciplinary programs — friendly to non-traditional backgrounds.
Ontario Tech University: Multiple Master's programs starting from CAD 15,063/year — accessible for non-traditional applicants.
Brock University: MA in History, MSc programs — low admission threshold.

BC:
UBC: MSc in Food Nutrition and other interdisciplinary programs — accessible for non-traditional applicants.
Simon Fraser University (SFU): MSc in Data Science, MA programs — GPA 75-80.
University of Victoria (UVic): Master of Education, MEnvS — friendly to non-traditional backgrounds.

Quebec (CAQ pathway, no PAL needed for Master's):
McGill University: Master of Education, MSc in Nutritional Sciences — open to non-traditional applicants.
Concordia University: MA in Economics, MSc programs — GPA 70-75.
University of Montreal: MA in Linguistics, MSc programs — accessible for non-traditional backgrounds.
Laval University: Master of Education — GPA 75+.

Other provinces:
University of Alberta: Master of Education, MSc in Interdisciplinary Studies.
University of Manitoba: Master of Education, MSc programs — GPA 70+.
University of Saskatchewan: Master of Education.

Important caveats:
1. Only public DLI Master's and PhD degree programs are PAL-exempt. Graduate Certificates/Diplomas still require a PAL.
2. Quebec uses the CAQ process instead of PAL, but Master's students are equally exempt from provincial quotas.
3. Private university Master's programs still require a PAL.
4. Admission standards vary by program — always check the official university website.
