Express Entry Draw #423: PNP Score Hits New Low — Is It Still Worth Applying?

On July 6, 2026, IRCC conducted Express Entry Draw #423, a Provincial Nominee Program-specific round. This marks the 13th PNP-targeted draw of the year, bringing the cumulative total to 5,939 invitations issued so far.

The news for PNP candidates is straightforward: the draw score has been consistently low throughout 2026. For anyone holding a provincial nomination, this means your chances of receiving an invitation are higher than in previous years. The 600-point PNP bonus essentially guarantees selection whenever IRCC runs a PNP-specific draw.

PNP draw scores have stabilized in the 480-510 range. This is because PNP candidates receive an automatic 600-point boost, making the effective cutoff equal to the base CRS score — which typically falls around 480-510. For most PNP holders, this is not a barrier at all.

The overall Express Entry landscape in 2026 shows IRCC maintaining a steady rhythm. General draws (all-program rounds) occur roughly every two weeks, inviting 150-300 candidates per round. Targeted draws for PNP, STEM, and French-language candidates happen monthly.

Key statistics to track: 13 PNP draws held year-to-date, cumulative 5,939 invitations, STEM-targeted draws averaging 530-550 CRS, and French-language draws at the lowest threshold of 470-490.

If you are in the Express Entry pool with a provincial nomination, do not worry about draw scores. PNP draws happen frequently enough that you will likely be selected soon.

If you do not yet have a nomination but have Canadian education or work experience, consider applying to a provincial program. Ontario, BC, Saskatchewan, and Alberta all have streams suitable for international graduates.

If your CRS score falls short in general draws, improving your French can be a game-changer. IRCC regularly issues French-language targeted invitations with generous point bonuses.
