Canada Cutting Immigration But Poaching US H-1B Talent?

There is a strange contradiction happening in Canadian immigration right now. On one hand, the government is aggressively cutting new temporary residents, with a target to drop that population share below 5% by the end of 2027.

On the other hand, they are actively looking for ways to poach top talent from the US, specifically H-1B visa holders. It is not just about grabbing any tech worker; they are targeting AI experts, international researchers, and high-end medical professionals.

This creates a confusing signal for anyone planning their future in Canada.

To be clear, the 2027 Express Entry categories are not final yet. The public consultation ran from August 4 to September 1, and the government is asking whether they should narrow the list of in-demand occupations.

Instead of accepting every shortage, they want to focus on fewer, higher-strategic-value jobs. They are even discussing if the system should prioritize roles with higher training requirements or those that align more closely with national interests.

Meanwhile, the permanent resident targets for 2026 to 2028 remain steady at 380,000 per year, but the economic class share is expected to hit 64% by 2027 and 2028. The entry is getting narrower, but the queue is being reorganized.

This shift changes how you should think about your career path. In the past, many students followed a simple playbook: study, get a post-graduation work permit, find a job, and eventually apply for PR. You might have chosen a major just because it guaranteed a work permit.

That logic is becoming risky. The 2026 Express Entry already shows this by prioritizing those with Canadian experience in specific fields like healthcare, trades, and education. For 2027, the focus is clearly shifting toward AI, global research, and US H-1B holders.

The system is starting to ask not just if you have a job, but if your specific skills are scarce and high-value enough to justify a limited PR spot.

The government is essentially tying permanent residency to what you can contribute to the country's long-term economic performance.

They are even considering giving more weight to higher-income jobs in the Comprehensive Ranking System because there is a stronger link between high wages and economic success. This means being in Canada is now just the first layer of screening.

The next layers will ask what industry you are in and whether your skills are something Canada is willing to prioritize over other candidates. If you are currently studying or working here, the question is no longer just about getting a work permit.

It is about whether your profile fits the new, stricter criteria for permanent residency in a competitive market.
